IADVL Karnataka Launches “Quackery Mukt Bharat” Drive to Combat Illegal Skin & Hair Practices Across the State

The Indian Association of Dermatologists, Venereologists, and Leprologists – Karnataka Branch (IADVL-KN) has launched a statewide campaign titled “Quackery Mukt Bharat” to protect public health from unqualified individuals posing as dermatologists/skin and aesthetic experts.

From 11th August 2025 to 20th August 2025, dermatologists across Karnataka are submitting district-wise lists of suspected unlicensed aesthetic centres to the Deputy Commissioners (DCs) and District Health Officers (DHOs). These lists contain names of individuals and centers allegedly performing skin, hair, and aesthetic procedures without recognized medical qualifications.

The campaign targets unqualified practitioners includingAYUSH practitioners, beauticians, Class 10/12 pass-outs,MBBS and dental graduates without recognized specialization who falsely present themselves as dermatologists or cosmetologists. Many of these individuals operate “skin-hair clinics” and use medical-grade devices such as lasers and microneedling machines—equipment legally restricted to qualified Dermatologists and Plastic surgeons only.

Memorandums submitted to DCs and DHOs request immediate inspection, verification, and legal action against such centers, in accordance with the Karnataka Private Medical Establishments Act, 2007 and National Medical Commission Act, 2019, and under other relevant criminal and civil provisions.

Speaking on the occasion, various dermatologists from Mangalore, under the banner of the Karavali Dermatology Society (under IADVL KN), emphasized the gravity of the issue.

One of the representatives said:

“This initiative is not just about enforcing laws—it is about safeguarding patients from preventable harm. We urge the authorities to take swift action to stop these dangerous practices that compromise both health and trust in the medical system. Quackery not only delays proper treatment but also worsens patient outcomes, sometimes irreversibly.”

Another senior dermatologist added:

“Dermatology is a highly specialized field requiring years of rigorous training and ethical practice. Patients deserve care from qualified professionals, not imposters who gamble with people’s health. Through this campaign, we also want to educate the public to recognize safe, authentic treatment options and not fall prey to misleading promises.”

The Deputy Commissioner (DC) and District Health Officer (DHO) of Dakshina Kannada have assured the dermatology community that strict measures will be initiated, with inspections and prompt action against centers engaging in such unethical practices.

Through Quackery Mukt Bharat, IADVL-KN aims to foster ethical, evidence-based, and patient-safe dermatology practice, ensuring that every citizen of Karnataka has access to qualified care.

ಇಂಡಿಯನ್ ಅಸೋಸಿಯೇಶನ್ ಆಫ್ ಡರ್ಮಟಾಲಜಿಸ್ಟ್ಸ್, ವೆನೆರಿಯಾಲಜಿಸ್ಟ್ಸ್ ಮತ್ತು ಲೆಪ್ರೊಲಜಿಸ್ಟ್ಸ್ – ಕರ್ನಾಟಕ ಶಾಖೆ (IADVL-KN) ರಾಜ್ಯದಾದ್ಯಂತ “ಕ್ವಾಕರಿ ಮುಕ್ತ ಭಾರತ” ಅಭಿಯಾನವನ್ನು ಪ್ರಾರಂಭಿಸಿದೆ. ಇದರ ಉದ್ದೇಶ — ಅರ್ಹತೆ ಇಲ್ಲದವರು ತಮ್ಮನ್ನು ಚರ್ಮರೋಗ/ಕೂದಲು-ಕಸಿ ತಜ್ಞರೆಂದು ಹೇಳಿಕೊಂಡು ಸಾರ್ವಜನಿಕರ ಆರೋಗ್ಯಕ್ಕೆ ಆಗುವ ಅಪಾಯವನ್ನು ತಡೆಗಟ್ಟುವುದು. 

2025 ಆಗಸ್ಟ್ 11 ರಿಂದ ಆಗಸ್ಟ್ 14 ರವರೆಗೆ, ಕರ್ನಾಟಕದ ವಿವಿಧ ಜಿಲ್ಲೆಗಳ ಚರ್ಮರೋಗ ತಜ್ಞರು, ಶಂಕಿತ ನಕಲಿ ವೈದ್ಯರ  ಪಟ್ಟಿಗಳನ್ನು ದಕ್ಶಿಣಾ ಕನ್ನಡ ಜಿಲ್ಲಾಧಿಕಾರಿ (DC) ಮತ್ತು ಜಿಲ್ಲಾ ಆರೋಗ್ಯಾಧಿಕಾರಿಗಳಿಗೆ (DHO) ಸಲ್ಲಿಸಲಾಗಿದೆ ಈ ಪಟ್ಟಿಗಳಲ್ಲಿ, MCI/NMC -ಮಾನ್ಯ ವೈದ್ಯಕೀಯ ಅರ್ಹತೆ ಇಲ್ಲದೆ ಚರ್ಮ, ಕೂದಲು ಹಾಗೂ ಸೌಂದರ್ಯ ಚಿಕಿತ್ಸೆಗಳು ನಡೆಸುತ್ತಿರುವ ವ್ಯಕ್ತಿಗಳು ಮತ್ತು ಕೇಂದ್ರಗಳ ಹೆಸರುಗಳು ಸೇರಿವೆ. 

ಆಯುಷ್ ವೈದ್ಯರು, ಬ್ಯೂಟಿಷಿಯನ್‌ಗಳು, 10/12ನೇ ತರಗತಿ ಪಾಸಾದವರು, ಹಾಗೂ MCI/NMC-ಮಾನ್ಯ ಸ್ಪೆಷಲೈಸೇಶನ್ ಇಲ್ಲದ ದಂತವೈದ್ಯರು, MBBS ಪದವೀಧರರು ನಕಲಿ ದಾಖಲೆಗಳನ್ನು ಹೊಂದಿ— ತಮನ್ನು ಚರ್ಮರೋಗ ಅಥವಾ ಕಾಸ್ಮೆಟಾಲಜಿಸ್ಟ್ ಎಂದು ಪರಿಚಯಿಸಿಕೊಂಡು ಚಿಕಿತ್ಸೆಯನ್ನು ನೀಡಿ ಸಾರ್ವಜನಿಕರಿಗೆ ಮೋಸ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಇಂತಹ ಅನರ್ಹ ವ್ಯಕ್ತಿಗಳು “ಸ್ಕಿನ್-ಹೇರ್ ಕ್ಲಿನಿಕ್”ಗಳನ್ನು ನಡೆಸುತ್ತಿದ್ದು, ಲೇಸರ್, ಮೈಕ್ರೋನೀಡ್ಲಿಂಗ್ ಯಂತ್ರಗಳಂತಹ ವೈದ್ಯಕೀಯ ಸಾಧನಗಳನ್ನು ಬಳಸುತ್ತಿದ್ದಾರೆ — ಇವುಗಳನ್ನು ಕಾನೂನಿನ ಪ್ರಕಾರ ಮಾತ್ರ ಮಾನ್ಯ ಡರ್ಮಟಾಲಜಿಸ್ಟ್‌ಗಳು ಮತ್ತು ಪ್ಲಾಸ್ಟಿಕ್ ಶಸ್ತ್ರಚಿಕಿತ್ಸಕರು ಬಳಸಬಹುದು. ಇಂತಹ ನಕಲಿ ತಜ್ಞರು ಮಾಡಿದ ಚಿಕಿತ್ಸೆಗಳಿಂದ ಮುಖ-ಕೂದಲು-ಚರ್ಮಗಳಿಗೆ ಹಾನಿಯಾಗಿದ್ದು, ಹಲವಾರು ಸಂದರ್ಭಗಳಲ್ಲಿ ಜೀವಕ್ಕೂ ಹಾನಿಯಾಗಿದೆ. 

DC ಮತ್ತು DHOಗಳಿಗೆ ಸಲ್ಲಿಸಿದ ಮನವಿಪತ್ರಗಳಲ್ಲಿ ಕರ್ನಾಟಕ ಪ್ರೈವೇಟ್ ಮೆಡಿಕಲ್ ಎಸ್ಟಾಬ್ಲಿಷ್ಮೆಂಟ್ಸ್ ಆಕ್ಟ್, 2007 ಮತ್ತು ನ್ಯಾಷನಲ್ ಮೆಡಿಕಲ್ ಕಮಿಷನ್ ಆಕ್ಟ್, 2019 ಹಾಗೂ ಸಂಬಂಧಿತ ಕ್ರಿಮಿನಲ್ ಮತ್ತು ಸಿವಿಲ್ ಕಾನೂನುಗಳನ್ವಯ ತಕ್ಷಣದ ತಪಾಸಣೆ, ದೃಢೀಕರಣ ಮತ್ತು ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ವಿನಂತಿಸಲಾಗಿದೆ. 

ಇಂಡಿಯನ್ ಅಸೋಸಿಯೇಶನ್ ಆಫ್ ಡರ್ಮಟಾಲಜಿಸ್ಟ್ಸ್, ವೆನೆರಿಯಾಲಜಿಸ್ಟ್ಸ್ ಮತ್ತು ಲೆಪ್ರೊಲಜಿಸ್ಟ್ಸ್ – ಕರ್ನಾಟಕ ಶಾಖೆಯ(IADVL-KN) ವ್ಯಾಪ್ತಿಗೆ ಒಳಪಡುವ  ಕರಾವಳಿ ಚರ್ಮರೋಗ ತಜ್ಞರ ಸಂಘದ ಸದಸ್ಯರು ನಕಲಿ ವೈದ್ಯತನದ ಸೂಕ್ಶ್ಮತೆಯನ್ನು ತಿಳಿಸಿದರು. 

“ಈ ಕಾರ್ಯಾಚರಣೆ ಕೇವಲ ಕಾನೂನು ಜಾರಿಗೆ ಮಾತ್ರವಲ್ಲ — ಇದು ರೋಗಿಗಳಿಗೆ ಉಂಟಾಗುವ ಹಾನಿಯನ್ನು ತಡೆಗಟ್ಟಬಹುದಾದ ಪ್ರಯತ್ನವಾಗಿದೆ. ಇಂತಹ ಅಪಾಯಕರ ಪದ್ಧತಿಗಳನ್ನು ತಡೆಯಲು ಅಧಿಕಾರಿಗಳು ತ್ವರಿತ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ನಾವು ಒತ್ತಾಯಿಸುತ್ತೇವೆ.   ಡರ್ಮಟಾಲಜಿ ಎಂದರೆ ಹಲವು ವರ್ಷಗಳ ತರಬೇತಿ ಅಗತ್ಯವಿರುವ ವಿಶೇಷ ವೈದ್ಯಕೀಯ ಕ್ಷೇತ್ರ. ರೋಗಿಗಳಿಗೆ ಅರ್ಹ ತಜ್ಞರಿಂದ ಚಿಕಿತ್ಸೆ ದೊರೆಯಬೇಕೇ ಹೊರತು, ತಮ್ಮ ಆರೋಗ್ಯವನ್ನು ಅಪಾಯಕ್ಕೆ ಒಳಪಡಿಸುವ ನಕಲಿ ವೈದ್ಯರಿಂದ ಅಲ್ಲ.” ಎಂದು ಹಿರಿಯ ಚರ್ಮರೋಗ ತಜ್ಞರು ಹೇಳಿದರು. 

ಈ ಅಭಿಯಾನದ ಮೂಲಕ, IADVL-KN ನೈತಿಕ, ಸಾಕ್ಷ್ಯಾಧಾರಿತ ಹಾಗೂ ರೋಗಿ-ಸುರಕ್ಷಿತ ಚರ್ಮರೋಗ ಚಿಕಿತ್ಸೆ ಪದ್ಧತಿಯನ್ನು ಉತ್ತೇಜಿಸಲು ಬದ್ಧವಾಗಿದೆ, ಇದರಿಂದ ಕರ್ನಾಟಕದ ಪ್ರತಿಯೊಬ್ಬ ನಾಗರಿಕನಿಗೂ ಅರ್ಹ ವೈದ್ಯರಿಂದ ವೈದ್ಯಕೀಯ ಸೇವೆ ಲಭ್ಯವಾಗುವಂತೆ ಮಾಡುವ ಉದ್ದೇಶವಾಗಿದೆ.
